Déficit habitacional: ¿cómo avanzar más rápido?

Fueel propio ministro de Vivienda y Urbanismo, Carlos Montes, quien entregó las llaves de las nuevas unidades que forman parte de las 9.300 viviendas contempladas en el Plan Nacional de Emergencia Habitacional para la Región de Tarapacá, de total un de 260.000 a nivel nacional. Sin duda, es un esfuerzo significativo que no ha estado exento de desafíos que han ralentizado el avance. Según los datos de la CChC Tarapacá, hasta junio de este año, se habían entregado 3.084 viviendas, lo que representa solo un 33% del total previsto.
A pesar de que hay 4.654 unidades en proceso de construcción, cerca del 49% de estas presentan un avance de entre 0% y 25%. En este contexto, resulta difícil comprender por qué proyectos como Las Brisas 2 y 3del Tamarugal, o Canadela en Alto Hospicio, llevan meses atascados en procesos de observaciones quese pueden extender por un plazo indefinido. Esto resulta particularmente grave porque estas observaciones se realizan mientras dura el permiso de edificación que tiene una vigencia de tresaños. La experiencia nos demuestra que los procesos no conversan.
A nivel nacional, se estima que cerca de 70.000 permisos de edificación están a punto de expirar, lo que significa que llevan tres años de tramitación sin llegar a puerto. $4Este es solo un ejemplo delimpacto dela permisología en el avance de un desafío tan importante como es el Déficit Habitacional, que involucra la calidad de vida de miles de familias.
Estoy convencida de que si ponemos alas personas beneficiadas como prioridad, podremos introducir eficiencias y mejorar los tiempos de respuestas, y por qué no, avanzar hacia procesos con plazos mínimos y máximos conocidos por todos, y, en lo posible, estándares por tipo detrámite. Tomando las palabras del ministro, no tengo dudas quelograremos ponernos de acuerdo en la búsqueda de soluciones en esta dirección, para avanzar más rápidamente en cerrar la brecha del déficit habitacional.
