¿ Dar por muertas las áreas centrales? D i v e r s a s c a u s a s pueden explicar la crisis de los barrios centrales: la desocupación de oficinas exacerbada por la pandemia, la falta de seguridad ciudadana y financiera, la competencia comercial con los malls de la periferia y, en el caso de Chile, el estallido social. Un problema de carácter mundial que ha generado pérdidas de valor, estancamiento de la inversión y mermas en la recaudación municipal. No obstante, una ciudad que aspire a ser equitativa, sustentable y competitiva no puede darse el lujo de tener comunas centrales subutilizadas. Estas ya cuentan con edificios, equipamientos, infraestructura y espacios públicos, y, aunque mal cuidados, son sin duda de mejor calidad que sus equivalentes en barrios periféricos. Si a lo anterior sumamos la necesidad de frenar el crecimiento urbano, es indispensable destinar importantes esfuerzos para renovar y mejorar las zonas donde están las oportunidades.
Construir espacios públicos más seguros, transformar oficinas en viviendas, rehabilitar edificios históricos para usos culturales y educacionales, mejorar la accesibilidad y movilidad del barrio contribuirán al repoblamiento, la vitalidad del área y la preservación del patrimonio. Sin embargo, la factibilidad de estas acciones requerirá de un sector público garante de seguridad capaz de restablecer la confianza en inversionistas, vecinos y usuarios.
Asimismo, será necesario ser competitivos frente a otros barrios y tipos de comercio (malls y e-commerce), promoviendo la asociación de actores (comuna, comerciantes, habitantes e instituciones) para la gestión, el financiamiento, la construcción de una identidad, la realización de eventos y actividades comunitarias y la ejecución de obras emblemáticas. La experiencia demuestra cómo la colaboración público-privada y la participación ciudadana robustecen los proyectos, haciéndolos menos vulnerables a vaivenes económicos, políticos y sociales. Dar por muertas las áreas centrales no es ético, ni sustentable, ni estratégico, ni menos rentable.
Hay en ellas infinitas oportunidades, un tremendo valor y un enorme capital que muchas periferias sin equipamiento, sin transporte, sin infraestructura, sin patrimonio, no tienen. ¿Dar por muertas las áreas centrales?
