TOMA DE POSESIÓN DEL ESTRECHO DE MAGALLANES La Toma de Posesión del Estrecho de Magallanes es un hecho capital en la historia de nuestra república, el cual fue una larga aspiración que motivo el establecimiento de la Capitanía General y posterior “Reyno de Chile”, siendo parte del otrora imperio de ultramar Español.
En efecto, según diversos historiadores e investigadores, el control del Estrecho de Magallanes fue una de las principales motivaciones geopolíticas del Imperio Español durante el siglo XVI, derivando en diferentes esfuerzos que decayeron tras el establecimiento de una ruta marítima con el centro regional del extenso continente americano.
Sin embargo, a pesar de esto, el interés por el control de una de las rutas marítimas más importante del mundo continúo, estando presente en los padres fundadores de nuestra Patria una fuerte concepción marítima, en donde Bernardo O´Higgins fue uno de los principales impulsores, siendo postergado por el proceso de independencia que exigía asegurar el control del territorio y la independencia del Virreinato del Perú, amenaza constante de donde eventualmente se podrían derivar posibles intentos de reinstauración española.
Es de esta manera que tras el establecimiento de la institucionalidad nacional y fortalecimiento de la República, hecho forjado en la década de 1830, y el triunfo chileno en la disolución de la Confederación Perú-Boliviana, asegurando nuevamente la independencia peruana, el entonces General Manuel Bulnes encontró sabio consejo y asesoría en un anciano Bernardo O´Higgins, quien en su Estancia en Montalván, se reunió en diversas ocasiones con el General Bulnes, transmitiendo aquella aspiración de tomar control efectivo del Estrecho de Magallanes, proyecto que el mismo Bulnes, siendo presidente, desarrollaría como primordial dentro de un proceso de modernización del Estado y de control efectivo de la importantes zonas del territorio nacional.
El Presidente Manuel Bulnes, estadista e impulsor de diferentes instituciones trascendentes para nuestra Patria como lo son la Universidad de Chile, la creación del Código Civil, desarrollo de la primera historia natural de nuestro país, además de otros impulsos reformadores de nuestra república, es una de las figuras claves para la consolidación de nuestro Estado, en donde Bulnes se rodeaba de intelectuales dela altura de Andrés Bello, Francisco Domeyko, Claude Gay o Jean Gustave Courcelle-Seneuil. Es de esta manera que el entonces presidente creó una comisión con el objetivo de realizar en forma efectiva la toma de posesión del Estrecho de Magallanes.
Es dentro de este contexto que la figura de Domingo Espiñeira Riesco, nacido en Valparaíso en 1812, toma un rol de relevancia, en la planificación, organización y ejecución de la Toma de Posesión del Estrecho de Magallanes.
Incorporado en el año de 1840 a la Armada de Chile como Contador Comisario, sirviendo en el Ministerio de Marina en Santiago, demostró un conocimiento en torno a las rutas marítimas y la necesidad de potenciar el mar como vía de progreso y desarrollo para Chile.
Por lo tanto no es casualidad que por Decreto en el año de 1841 fue designado junto al senador Diego Antonio Barros y al comerciante Santiago Ingram, para examinar y emitir un informe respecto a las ventajas y factibilidad de un proyecto de tráfico marítimo presentado por el norteamericano Jorge Mabon, en que solicitaba que se le concediera la concesión exclusiva por 10 años de un servicio de remolcadores en el Estrecho de Magallanes.
El desafío no era menor, exigiendo a la comisión efectuar un completo trabajo recomendando su aprobación, en donde la figura de Domingo Espiñeira Riesco destacó entre los miembros de esta comisión, en donde hizo notar un punto trascendente para la historia de nuestro país “una resolución en ese sentido, debería ser precedida por la ocupación de dicha región, ya que si bien el Estrecho estaba comprendido en el territorio de la República, su posesión aún no se había realizado”. El gobierno encabezado por el General Manuel Bulnes decidió que se debería ocupar efectivamente el Estrecho, para lo cual con fecha 1 de abril de 1842 nombró al Comisario Espiñeira intendente de Chiloé y le dio instrucciones en el sentido que debería recopilar el máximo de datos sobre los lugares del Estrecho más adecuados para la instalación de colonias y que, si los había, debería equipar y enviar una expedición exploratoria de aquellos sitios.
En tal caso debería asesorarse por una persona capaz de dirigir la fundación de una colonia y buscar una embarcación apropiada para la misión, semejante a las que se dedican a la pesca en esas regiones.
Espiñeira trabajó con la dedicación, empeño y cordura que lo caracterizaban, estableciendo una planificación y ejecución de planes, siendo uno de los desafíos logísticos más importantes desarrolladas por la Armada de Chile en tiempos de paz hasta ese entonces.
Espiñeira trató de conseguir una nave adecuada para la misión, pero no le fue posible encontrar ninguna que cumpliera los requerimientos de un viaje de la clase que se iba a realizar y ordenó que se iniciara la construcción de una.
Es de esta manera que Domingo Espiñeira escogió al Capitán de Puerto de San Carlos de Ancud, Capitán de Fragata John Williams Wilson para que comandara la expedición y le ordenó que supervisara la construcción de una goleta de unas 30 toneladas y la aparejara. El nombre original de la goleta era “Presidente Bulnes”, pero el General Manuel Bulnes no aceptó tal denominación y se la rebautizó como “Ancud” en honor a su puerto de origen.
A bordo iban 23 tripulantes, entre ellos el hijo del Capitán de Puerto de Ancud para presenciar este trascendental hito, de los cuales, alrededor de la mitad iba a Magallanes con la misión de quedarse en el asentamiento permanente que se creara: John Williams Wilson, Capitán de Fragata Graduado, Comandante de la nave. Jorge Mabom, Piloto 2º asimilado a la Armada. Eusebio Pizarro, Sargento 2º de Artillería Graduado. Manuel González Hidalgo, Teniente de Artillería. José Hidalgo, Cabo de Artillería. Los marineros Alvarado, Lorenzo Aro, Ricardo Didymus, Remigio González, Carlos Miller, Jerónimo Ruiz, José Santa Ana, José Víctor, Horacio Luis Williams y José María Yáñez. Los Artilleros Cipriano Jara con su esposa Venancia Elgueta, Pascual Riquelme, Lorenzo Soto, Valentín Vidal junto con su esposa Ignacia López, y Manuel Villegas. Bernardo Philippi, Sargento Mayor de Ingenieros y naturalista prusiano. Sobre la cubierta iban los animales de granja para reproducirlos en tierras patagónicas, se trataba de una pareja de chivos, dos cerdos, tres perros y unas pocas gallinas. La goleta “Ancud” de 27 toneladas, zarpó el 22 de mayo de 1843.
Es de esta manera que esta área de importancia estratégica y geopolítica, cuya soberanía era necesario ejercer de modo efectivo fue consolidado, estando estos territorios incluidos nominalmente como parte de Chile desde la Constitución de 1822, fue de esta forma que mediante la jurisdicción de la Autoridad Marítima se realiza un acto de soberanía efectiva y presencia del Estado, resguardando el ordenamiento jurídico vigente, estableciendo una colonia la cual, años más tarde por instrucción de Santos Mardones se trasladaría al norte dando origen a Punta Arenas.
Hoy a 181 años de este momento capital de nuestra historia, no podemos dejar de recordar a aquellos pioneros que entre viento y soledad dieron inicio a una epopeya, viajando desde diferentes lugares de nuestra Patria hasta los vientos eternos de Magallanes, izando nuestro pabellón inmortal y recordándonos que proyectamos gracias a ellos nuestro Territorio Chileno Antártico.
Manuel Rodríguez “La Hazaña de la Goleta Ancud y la Toma de Posesión del Estrecho de Magallanes organizada por la Armada de Chile es un acontecimiento fundamental”El investigador Magallánico Manuel Rodríguez ha sido una de las personas que ha investigado en profundidad este tema, encontrando en los documentos originales de esta hazaña nuevos datos que ha 181 años de aquellos acontecimiento aún siguen sorprendiendo.
Manuel Rodríguez afirma que “La Hazaña de la Goleta Ancud y la Toma de Posesión del Estrecho de Magallanes organizada por la Armada de Chile es un acontecimiento fundamental en el desarrollo geopolítico, geográfico de nuestro país”, “siendo la primera vez que Chile se hacerca hacia el sur y hacia la Antártica, logrando que la República de Chile tome posesión de un territorio que ha sido fundamental para el desarrollo económico, social, energetico y político de la República chilena, siendo un hito fundacional en la historia nacional”. Destaca en su obra titulada “Rumbo Al Sur.
El Histórico viaje de la Goleta Ancud al Estrecho de Magallanes” el rol que cumple Bernardo O´higgins influyendo sobre Manuel Bulnes para que se disponga la expedición, “esto desde 1841 a 1842, para que se dispongan los recursos, siendo en este sentido O´Higgins el pionero en esta materia desarrollando ya el conocimiento que él tenía respecto a los canales australes y quienes lo habían navegado”. Es en este sentido que el Gobierno encabezado por Manuel Bulnes, el que dispone y da la orden que la Armada de Chile realice la expedición con su propio personal, así como la construcción de la goleta en San Carlos de Ancud, y desde ahí realizar este viaje que fue una hazaña extraordinariamente compleja, costosa y dificil especialmente para quienes navegaron en la goleta hasta el Estrecho de Magallanes, durando insospechadamenta cuatro meses.
La expedición tuvo que enfrentar diferentes dificultades meteorológicas, así como el desafío propio de la navegación de los canales australes, realizando al mismo tiempo levantamiento de la ruta y planificando los diferentes recursos para la futura construcción de un fuerte.
El investigador magallanico afirma que “este es el hecho fundación de la ocupación del Estrecho de Magallanes y el territorio de Magallanes por parte de la República de Chile, considerando los intereses de otras potencias como Francia e Inglaterra, entre otras, que estaban interesados en el y conocimiento también la posesión de estos territorios, de ahí la importancia del hecho liderado por el Estado de Chile a través de la Marina en aquella época”Para Manuel Rodríguez “el interés por la historia marítima de Chile y de Magallanes venía desde la década de los años ochenta del siglo pasado.
Siempre me ha llamado la atención y la curiosidad tratar de comprender porqué Chile, siendo un país que tiene una geografía que lo invita al mar, al océano, parece vivir de espaldas al mar y aferrado a la cordillera. Chile es un país terrestre con una vocación marítima que está pendiente.
En Francia, tuve ocasión de acceder al Archivo Histórico de la Marina para conocer sobre las expediciones francesas al territorio austral de América, así como a la correspondencia del Cónsul de Francia en Chile en los años de 1840”..
