CNED estima "imprescindible" hacer Simce censal en 4º básico y 2º medio y desestima test del Mineduc
Recomienda evaluar a todos los alumnos para medir impacto de la pandemia, aunque sin consecuencias para los colegios.
Luego de un mes y medio de revisión, el Consejo Nacional de Educación (CNED) se pronunció respecto de la propuesta del Mineduc sobre modificar el Plan de Evaluaciones Nacionales e Internacionales 2021-2026, en el contexto de los cambios que la cartera busca hacer en el sistema, como eliminar el Simce y reemplazarlo por otro instrumento.
El CNED aprobó por unanimidad la suspensión de las pruebas para 22,6% y 80 básico, pero mantener el Simce en los otros niveles programados: “Resulta pertinente reducir las evaluaciones solo a los niveles de 4 básico y 2% medio alas áreas de Lectura y Matemática para 2022”, señala el acuerdo que se publicó ayer.
Junto a ello, definió que, en la línea de lo sol duc, se suspe cias que podrían tener esas medi: ¡ ones para los colegios, y así evitar “responsabilizar a las escuelas y sus comunidades educativas”. Conseio Nacional de Educación brefirió medir el desarrollo emocional de los ióvenes con estudio de la OCDE: mocional de la pandemia en los estudiantes, el consejo aprobó por mayoría la participación de Chile en el estudio de habilidades socioemocionales de la OCDE, el cual permitiría “contar con información comparada del desarrollo de habilidades tales como la colaboración, mentalidad abierta, compromiso con otros y motivación”, según informó el CNED ayer en un comunicado.
Por el contrario, el organismo desestimó la idea del Mineducsobre incluir una nueva prueba muestral que midiera el desarrollo socioemocional de estudiantes de y 2% medioen 2022, y recomendó “observar” el mecanismo, pues consideró que en este “no se presenta un diseño muestral robusto, suficientemente explícito y riguroso, dado que no profundiza en aspectos técni cos relevantes de la evaluación muestral como su tamaño, el ni vel deerror, como tampoco precisa la forma en que se implementará el diseño general, el tipo de Ponderaciones que se generarán, ni los procedimientos que se ejecutarán para garantizar la representatividad de la muestra”. El consejo argumentó, además, que esta nueva prueba del Mineduc “podría sobrecargar a los estudiantes”, por lo que se definió “observar” la idea de una nueva medición en esa área. A todos los alumnos La propuesta que envió el Mineduc establecía hacer una medicióna solo un grupo de estudiantes, algo que fue desestimado por el consejo.
De hecho, la entidad postuló que “por los disímiles efectos de la pandemia en los diversos territorios, es imprescindible que (la medición) sea decarácter censal —en cualquier caso—, sin consecuencias, para los niveles de 49 básico y 2% medio, en áreas de Lectura y Matemática”. Esto último fue destacado por especialistas, que advertían que sin aplicar una prueba censal no se podría medirel real impacto de la pandemia.
Daniel Rodríguez, director ejecutivo de Acción Educar, valoró el plan del CNED que “protege la institucionalidad, pero al mismo tiempo recoge la preocupación del ministerio al aceptar la solicitud de suspender consecuencias sobre los coleo Sebastián Izquierdo, coordinador académico del CEP, destaca “el carácter censal” de las pruebas, “cruciales para apoyar a los establecimientos en la catástrofe educativa”. Asimismo, Ernesto Treviño, director del Centro para la Transformación Educativa UC, plantea que la resolución “va en la línea dereconocer dela pandemia”, y valora el fortalecimiento del Diagnóstico Integral de Aprendizajes, “que es información en tiempo real que pueden tener las escuelas respecto al rendimiento de los estudiantes”.
