Sinembargo, eldocumento cuenta con grandes ausencias ysu influencia será realmente limitada. Brasil, Colombia o México optaron por no formar parte de una iniciativa que no incorpora a Francia entre las potencias europeas, ni ningún país asiático ni afticano.
